1 Scope and deductible

1.1 What types of insurance are available?

1.1.1 Group insurance

When a university or university college has taken out this insurance as group insurance, it covers all exchange students admitted to or pursuing higher education, third-cycle education or an internship in Sweden. An exchange student is defined as a student who is studying or doing an internship in Sweden under a written exchange or acceptance agreement between the Swedish higher education institution and a foreign higher education institution.

In this context, “accepted” is defined as registered in the LADOK student administration system or equivalent.

The studies or internship in Sweden must be credit bearing (i.e. credits are awarded upon completion) in the programme that the insured has been admitted to and is pursuing at their home university.

It is possible to take out group insurance for categories of students other than those specified above by agreement with Kammarkollegiet.

1.1.2 Individual insurance

A university, university college or other authority can take out individual insurance directly on our website for an individual student or doctoral student who will be studying or performing an internship in Sweden in cases where this does not take place as described in the conditions set out in clause 1.1.1.

1.2 When and where does the insurance apply?

1.2.1 Group insurance

Group insurance provides cover during direct travel between Sweden and the country of the insured's home university when the studies begin or end.

The insurance applies:

  • 24 hours a day in Sweden during the period of the insured's studies or internship

  • two weeks before the start of the studies/internship and two weeks after the end of the studies/internship if the insured is in Sweden

  • during school breaks, provided that the insured continues their studies at the university college/university after the break.

1.2.2 1.2.2 Individual insurance

The insurance provides cover 24 hours a day in Sweden during the contracted insurance period.

The contracted insurance period must also include the period of direct travel to and from Sweden in connection with the start and end of the studies.

1.3 Deductible

The insurance has no deductible, with the exception of 2.4 Property cover, which has a deductible of SEK 1,500, and 2.6 Legal costs cover, which has a deductible calculated as specified in that clause.

2 Insurance cover

2.1 Disability and death benefits

In the event of an accident that results in medical disability, a lump sum is paid pro rata to the degree of medical disability. In the event of a medical disability of one hundred per cent, the lump sum is 22 times the price base amount. This calculation uses the price base amount for the year in which the disability is confirmed. The amount is paid as soon as it has been possible to confirm the definitive degree of disability. If this has not been possible within 18 months of the accident, a provisional amount is paid in relation to the lowest permanent degree of disability the accident is deemed likely to give rise to. Final settlement then takes place as soon as the definitive degree of disability has been confirmed. If this has not been possible within three years of the accident, a final settlement is made in accordance with the definitive degree of disability assessed at that time. Any surplus paid out in the preliminary payment will not be reclaimed.

No compensation is paid for scars.

In an accident results death within three years, death benefit will be paid.

If the insured has not completed a special appointment of beneficiaries form for the insurance, the beneficiaries shall be the insured's spouse/registered partner/cohabiting partner, as well any child/children of the insured under 20 years of age. If there are no such next of kin, then the insured's legal heirs are the beneficiaries.

If the survivors consist solely of a spouse/registered partner/cohabiting partner or of a child under 20 years of age, the amount is 11 times the price base amount.

If the survivors consist of both a spouse/registered partner/cohabiting partner and a child/children under 20 years of age, the amount is 22 times the price base amount.

In other cases, it is 6 times the price base amount.

The price base amount for the year of death is used for the calculation. Where applicable, the amount paid out as disability benefit is deducted from the death benefit.

If both the spouse/registered partner/cohabiting partner and the child/children are beneficiaries, then half of the insurance sum shall be paid to the spouse/registered partner/cohabiting partner and the other half shall be paid to the insured's direct heirs.

If divorce or civil partnership dissolution proceedings were pending at the time of death, the spouse or registered partner is not a beneficiary.

If the insured wishes to specify beneficiaries other than those listed above, a special appointment of beneficiaries form must be completed. Depending on the configuration of survivors, the above amounts may be distributed in the manner specified by the insured in the appointment of beneficiaries form. This form is available from Kammarkollegiet. Once completed, the appointment of beneficiaries form must be submitted Kammarkollegiet immediately so it can be kept on file.

2.1.1 Limitations

Disability and death benefits do not apply when participating activities such as the following during leisure time or when on holiday:

  • Motorsport racing

  • Deep sea diving (deeper than 30 m)

  • Martial arts

  • Mountain climbing (rock, cliff, ice)

  • Sporting competitions and training at the elite level

  • Off-piste skiing

  • Parachuting, skydiving

  • Paragliding

2.1.2 Provisions in the event of assault

Assaults must be reported to the police without undue delay. The insured shall submit evidence that a police report has been filed.

The insured shall exercise normal care, i.e. if possible avoid dangerous areas and situations and otherwise do what may reasonably be expected in order to avoid being the victim of assault. In the event of negligence, compensation is normally reduced to half, unless the circumstances indicate that the negligence was very minor or had no significance for the insurance claim. In the event of gross negligence, the right to compensation may be lost completely. The same applies if the insured was under the influence of alcohol, sleeping pills, narcotics or other intoxicant or committed a deliberate criminal act that could lead to at least a fine under Swedish law.

2.2 Medical and dental care cover

The insurance covers necessary, reasonable and documented costs for emergency medical or dental care when the insured has suffered illness or accident during the insurance period. For each event, compensation is paid for such costs during a period of 90 days from the first contact with the care provider. There is no upper limit to the amount of insurance cover for emergency medical care. For emergency dental care, compensation is limited to a maximum of SEK 4,000 per calendar year.

The insurance covers necessary and reasonable costs for maternity care in Sweden up to the end of the 20th week of pregnancy (19+6) equivalent to that offered within Region Stockholm. The insurance also covers costs for abortion.

In case of pregnancy, costs are reimbursed for emergency care for the insured in connection with delivery, miscarriage, or other serious complications before the end of the 28th week of pregnancy (27+6). In such cases, the costs of emergency medical care may be covered for more than 90 days for both the mother and the child. After the 28th week of pregnancy, no costs related to pregnancy or childbirth are covered.

Medical and dental care must always be documented with receipts or other evidence of the cost. The insurance only covers medicines prescribed by a doctor.

2.2.1 Limitations

The insurance covers the part of the patient fee that exceeds SEK 400.

The insurance does not cover medical care for symptoms or illnesses that the insured had before travelling to Sweden. If the insured's condition rapidly deteriorates during their stay in Sweden, the insurance covers emergency medical care until the condition has stabilised.

The insurance does not cover additional costs in connection with medical or dental care. Examples of such additional costs include taxi fares, cost of rebooking tickets, etc.

The insurance does not cover medical check-ups, eye examinations, eyeglasses, contraceptives, prescriptions for planned medication, vaccinations, repair of assistive devices, or planned medical/dental care. Testing for sexually transmitted diseases is not covered if no symptoms or other indications of actual infection are present.

In the event of acute symptoms, the insurance covers a maximum of 3 treatments with a chiropractor, naprapath or physiotherapist.

Invoices, e.g. from a hospital, shall always be issued to the insured, never to Kammarkollegiet.

2.3 Repatriation cover

The insurance covers necessary and reasonable additional costs for transport to the insured's country of domicile due to serious illness or extensive injury during the insurance period. The same applies to repatriation of the deceased in the event of the insured’s death.

The assessment of whether home transport is necessary must always be made by the treating doctor together with Falck Global Assistance or Kammarkollegiet. Costs for repatriation organised by anyone other than Falck Global Assistance or Kammarkollegiet will not be covered.

If Falck Global Assistance recommends repatriation and the insured objects to this, Kammarkollegiet may deny coverage for continued care and treatment in Sweden for the illness/ injury in question.

The insured or the policyholder shall not contact Falck Global Assistance directly, but rather contact Kammarkollegiet first.

2.4 Property cover

Damage to or loss of the insured's personal effects brought with them or acquired during the trip is covered up to a maximum of one half the price base amount per claim. The price base amount is the amount set on the day of the claim. The property must belong to the insured, i.e. not be rented or borrowed. The property cover is valid throughout the insurance period. The deductible is SEK 1,500 per claim.

Limitations in the stated insurance sum:

  • property prone to theft, see below, maximum SEK 15,000,

  • documents with a financial value (tickets, passports, etc.), maximum SEK 10,000, and

  • cash, maximum SEK 2,000.

Property prone to theft:

  • objects partly or wholly made of precious metal, genuine pearls or gemstones

  • watches

  • cameras, binoculars, musical instruments, mobile phones and other electronic communication equipment, computers, tablets, speakers, game consoles, and parts and accessories for the items listed above.

The insurance covers necessary and reasonable additional costs that are a direct consequence of a compensable loss up to SEK 3,000. Examples of such costs include:

  • telephone costs to block debit cards/bank cards/credit cards

  • travel costs to file a police report or to obtain a new passport or a new visa

  • new keys/new lock to the insured's private residence or private vehicle.

Costs for food and lodging are not covered.

The insurance does not cover the following:

  • Damage to or loss of cash; travel documents; objects partly or wholly made of precious metal, genuine pearls or gemstones; cameras; mobile phones; tablets; computers or other electronic equipment and their accessories; alcoholic drinks; or other fragile property or property prone to theft, if such property is included in checked luggage or is handed over for transport or storage in some other way.

  • Malfunctions arising from a sudden, unforeseen and external event. Damage or malfunction caused by climate or environmental effects (e.g. moisture-related damage, effects of sand, rust or dirt).

  • Damage caused by wear and tear, and surface damage, such as dents and scratches, that does not significantly impact the usability of the object.

  • Damage or loss compensable through other insurance, a transport company, hotel or similar.

  • Damage to sports equipment during use.

  • Damage to or loss of a motor vehicle, boat, aircraft, caravan or trailer, removal goods or animals. A motor vehicle is defined as a vehicle requiring motor vehicle insurance.

  • Purchases, withdrawals or use with the aid of stolen, copied or lost debit cards, credit cards, SIM cards, etc.

  • Apps or media files for computers, mobile phones, tablets, etc.

  • Property that belongs to a Swedish HEI (Swedish authority), a foreign HEI, a company or another legal person.

  • Property that has been left behind, lost or misplaced, even if the property is later stolen.

  • Costs incurred due to stolen ID or fraud.

2.4.1 Note

Property that is fragile or prone to theft must be carried as hand luggage. The insured should be aware that there have been instances of theft occurring from locked and checked luggage. Kammarkollegiet assumes ownership of any lost property for which Kammarkollegiet has paid compensation. If property for which compensation has been paid is found or recovered, the insured must notify Kammarkollegiet of this.

2.4.2 Provisions

Thefts must be reported to the police without undue delay. If it is possible to file a police report, but the insured has failed to do so or has not done so within a reasonable time, the right to compensation will be completely lost. Theft in a hotel must also be reported to the hotel. Damage to or loss of transported luggage must be reported to the transport company. As a first step, the liability, obligations or offers of the hotel or transport company must be requested and utilised.

2.4.3 Duty of care

The insured shall exercise normal care, i.e. handle and store the property in a satisfactory manner and otherwise do what may reasonably be expected to avoid theft or other damage. All windows and doors must be closed and locked if no one is in. Actions such as leaving money in a hotel room, leaving a bag or technical equipment unattended, or leaving property prone to theft in a car are generally considered negligent. If the insured is in a hotel, money, valuables and travel documents must be kept locked in a safe, deposit box, etc. Bicycles and electric scooters must be locked with approved locks.

In the event of negligence, compensation is normally reduced to half, unless the circumstances indicate that the negligence was very minor or had little significance for the insurance claim. The same applies if the insured did not attempt to limit the loss. If the negligence was particularly serious, for example if a bag was left unattended in a restaurant, hotel lobby or hotel breakfast room, the right to compensation may be completely lost.

2.4.4 Compensation and valuation rules

In the event of damage to property, documented repair costs are compensated up to the value of the property before it was damaged.

In the event of loss, compensation is paid for the value of the property before it was lost. Valuation does not take into account sentimental value, i.e., the insured’s own feelings about the property.

The insured must be able to document the property with receipts or other evidence of its purchase.

Property is covered as follows:

  • New property – when less than a year has elapsed since the date of purchase. 100% compensation for equivalent new property is paid.

  • Older property – when more than a year has elapsed since the date of purchase. Compensation is paid after deduction of a percentage of the current new price of equivalent property as indicated in the table below.

  • For consumables such as cosmetics, perfume, medicines, hygiene articles and underwear, compensation is paid at 50% of the price for a new replacement. The same applies to property for personal use or with no resale value.

  • For property not included in the table below, the value of the item before damage or loss is the replacement cost less a deduction for age and use. The deduction for age and use is ten per cent per year starting one year from the data of purchase, but no more than 70%.

  • For precious metal, genuine pearls and gemstones, 100% of the value of new, equivalent property is paid.

In other cases, the date of the claim is the date of the event that forms the basis of the insurance claim.

4.3 Recovery

To the extent that Kammarkollegiet has paid compensation in an insurance case, Kammarkollegiet assumes the insured's right vis-à-vis any other party liable for the damage.

4.4 Application of insurance terms and conditions

In the event of a claim, the insurance terms and conditions stated in the insurance confirmation that was valid when the claim arose are applied.
