1 Scope and deductible
1.1 What types of insurance are available?
1.1.1 Group insurance
When a university or university college has taken out this insurance as group insurance, it covers all exchange students admitted to or pursuing higher education, third-cycle education or an internship abroad. An exchange student is defined as a student who is studying or doing an internship abroad under a written exchange or acceptance agreement between the Swedish higher education institution
and a foreign higher education institution, internship placement site, company or organisation.
In this context, “accepted” is defined as registered in the LADOK student administration system or equivalent.
The studies or internship abroad must be credit bearing (i.e. credits are awarded upon completion) in the programme that the insured has been admitted to and is pursuing in Sweden.
It is possible to take out group insurance for categories of students other than those specified above by agreement with Kammarkollegiet.
1.1.2 Individual insurance
A university, university college or other authority can take out individual insurance directly on our website for an individual student or doctoral student who will be studying or performing an internship abroad in cases where this does not take place as described in the conditions set out in clause 1.1.1.
1.2 When and where does the insurance apply?
1.2.1 Group insurance
Group insurance provides cover during direct travel between Sweden and the country of studies when the studies begin or end. The insurance applies 24 hours a day in the country of studies during the period of the insured's studies or internship in that country. It also applies two weeks before the start of the studies/internship and two weeks after the end of the studies/internship if the insured is in the country of studies. The insured's actual period of studies/internship in the country of studies must be registered in an appropriate manner with the university/university college in Sweden.
The insurance also provides cover during school breaks, provided that the insured remains in the country of studies and continues their studies after the break.
The insurance also covers short trips to a third country when the trip is part of the study programme and is organised by the receiving party abroad.
The insurance also covers direct travel from one country of studies to another for the purpose of continuing exchange studies in that country.
If the country of study is the country in which the insured is domiciled, the only clauses that apply are 2.1 Personal injury cover and 2.11 Liability cover.
1.2.2 Individual insurance
Individual insurance provides cover during direct travel between Sweden and the country of studies when the studies begin or end. The insurance provides cover 24 hours a day during the contracted insurance period in the countries in which the studies/internship are conducted. These countries must be specified when the insurance is taken out and listed in the confirmation and the insurance certificate.
1.2.3 Distance studies
If the insured is in Sweden and is studying with a university abroad by means of a distance learning programme, only clause 2.1 Personal injury cover applies.
Personal injury cover applies:
-
For accidents in the insured's home, provided that the accident is directly related to the studies being conducted.
-
During the internship period
-
During distances studies at the university in Sweden at which the student is registered.
-
When travelling directly between the insured's home and the internship placement site/university at which the student is registered in connection with studies or training.
1.2.4 What applies when the Swedish Ministry for Foreign Affairs (MFA) advises against travel?
The insurance is not valid in countries to which the MFA advises against all travel. If the MFA advises against all travel to a specific area of a country, the insurance is not valid in that part of the country.
The above applies when the travel advisory from the MFA was issued before or on the date of departure. If the insured had started their departure or stay before the advisory was issued, the insurance will remain valid during a transitional period of up to 30 days from the date of the advisory. Return travel to Sweden must take place without undue delay. If return travel has not taken place without undue delay, the insurance may cease to apply.
In exceptional circumstances, Kammarkollegiet may make exceptions to the above.
If the insured is domiciled in a country other than Sweden, the insurance may cover travel there.
Kammarkollegiet must be contacted within two weeks if it is not possible to travel back to Sweden or the country of domicile within the period stated above.
Compensation for return travel is assessed as set out in clause 2.5 Interruption cover.
1.3 Deductible
The insurance has no deductible, with the exception of 2.6 Property cover, which has a deductible of SEK 1,500, and 2.12 Legal costs cover, which has a deductible calculated as specified in that clause.
2 Insurance cover
2.1 Personal injury cover
In the event of personal injury due to an accident or illness through infection suffered by the insured during the insurance period, compensation for personal injury is paid pursuant to Chapter 5, Sections 1, 2 and 5 of the Tort Liability Act (1972:207) as if liability for damages had existed. With regard to compensation for loss of income, the rules for calculating the annuity basis in Chapter 41, Sections 8–18 of the Social Insurance Code (2010:110) apply.
Compensation for personal injury under Chapter 5, Sections 1 and 2 of the Tort Liability Act includes medical expenses, loss of income, pain and suffering and disfigurement or other permanent disability. Compensation under Section 2 of the above-mentioned Act also includes funeral expenses, loss of maintenance and personal injury for the next of kin of the deceased.
With regard to compensation for loss of income, the rules for calculating the annuity basis in Chapter 41, Sections 8–18 of the Social Insurance Code (2010:110) apply. These rules on loss of income do not apply to sick leave of less than 31 days.
Personal injury in connection with assault is compensated to the extent that the insured does not receive compensation from the perpetrator, the perpetrator's insurance company or another party within a period of time that is reasonable in view of the nature of the injury and the need for compensation, but no later than three years after the matter has been reported to Kammarkollegiet.
If personal injury due to an accident or illness through infection leads to death within three years of the event, one times the price base amount is paid to the estate, in addition to any amount that has already been paid. If the deceased has children who have not reached 18 years of age at the time of death – in addition to loss of maintenance according to the first paragraph – three times the price base amount shall be paid to each such child and three times the price base amount shall be paid to the other parent of such a child as a beneficiary of accident insurance, provided that the other parent is, or in connection with the death becomes, a legal guardian.
In the event of a dental injury caused by an accident, necessary and reasonable costs shall be covered. For implant treatment and dental veneers, compensation is only paid if the treatment is of a type covered by general dental insurance. Before treatment commences, the insured or the treating dentist must contact Kammarkollegiet for an assessment of whether the treatment is reasonable. The insurance only provides compensation for one (1) permanent treatment Injuries caused by chewing or biting are not considered to be accident injuries and are not covered under this clause.

Assault must be reported to the local police immediately. The insured shall submit evidence that a police report has been filed. If Kammarkollegiet so requests, the insured must file a lawsuit for damages against the perpetrator. Kammarkollegiet will then cover all the insured’s costs that are not covered by another party.
The insured shall exercise normal care, i.e. if possible avoid dangerous areas and situations and otherwise do what may reasonably be expected in order to avoid being the victim of assault or other harm. In the event of negligence, compensation is normally reduced to half, unless the circumstances indicate that the negligence was very minor or had little significance for the insurance claim. In the event of gross negligence, the right to compensation may be lost completely. The same applies if the insured was under the influence of alcohol, sleeping pills, narcotics or other intoxicant or committed a deliberate act that could lead to at least day fines under Swedish law.
2.1.2 Limitations
Personal injury cover does not apply when participating in high-risk activities such as the following during leisure time or when on holiday:

In cases where there is a right to annuity under the Social Insurance Code (2010:110), the occupational injury annuity is coordinated with the compensation under this insurance.
This insurance covers injuries or costs only to the extent that compensation cannot be obtained under the Social Insurance Code (2010:110), other legislation or other insurance.
The insurance does not cover injuries that have not been documented in a medical record, certificate or equivalent within the healthcare system in connection with the event.
The insurance does not cover victimisation or abusive behaviour.
2.2 Medical and dental care cover
The insurance covers necessary, reasonable and documented costs for emergency medical or dental care when the insured has suffered illness or accident abroad during the insurance period. For each event, compensation is paid for such costs during a period of 90 days from the first contact with the care provider. There is no upper limit to the amount of insurance cover for emergency medical care. For emergency dental care, compensation is limited to a maximum of SEK 4,000 per calendar year. The insurance covers necessary and reasonable costs for maternity care in the country of studies up to the end of the 20th week of pregnancy (19+6) equivalent to that offered within Region Stockholm. The insurance covers costs for abortion in the country of studies. If an abortion cannot be performed in the country of studies, the insured must contact Falck Global Assistance or Kammarkollegiet.
In case of pregnancy, costs are reimbursed for emergency care for the insured in connection with delivery, miscarriage, or other serious complications before the end of the 28th week of pregnancy (27+6). In such cases, the costs of emergency medical care may be covered for more than 90 days for both the mother and the child.
Medical and dental care must always be documented with receipts or other evidence. The insurance only covers medicines prescribed by a doctor.
The insurance may cover documented telephone costs for calls to Kammarkollegiet and Falck Global Assistance up to a maximum of SEK 1,500. The insurance may also cover reasonable and necessary additional costs, such as local transport and accommodation due to an acute medical condition up to a maximum of SEK 5,000.
2.2.1 Limitations
The insurance does not cover medical visits for symptoms or illnesses that the insured had before travelling abroad. If the insured's condition rapidly deteriorates during their stay abroad, the insurance covers medical care until the condition has stabilised.
The insurance does not cover additional costs in connection with medical or dental care. Examples of such additional costs include extra accommodation costs, taxi fares, etc.
The insurance does not cover medical check-ups, eye examinations, eyeglasses, contraceptives, prescriptions for planned medication, vaccinations, repair of assistive devices, or planned medical/dental care. Testing for sexually transmitted diseases is not covered if no symptoms or other indications of actual infection are present.
The insurance does not cover emergency medical care in the insured's country of citizenship or domicile. If the insured does not have access to medical benefits in that country, the insurance applies.
2.2.2 Provisions
Sweden currently has agreements on sickness benefits with other EU/EEA countries, the UK, Switzerland and some Convention countries.
If the insured intends to travel to such a country, they must carry a certificate/card from the Försäkringskassan (Swedish Social Insurance Agency) showing that the insured is covered by the Agency. This ensures that they can receive medical care as set out in the relevant agreement.
The insured must obtain Försäkringskassan’s decision before Kammarkollegiet will consider the question of compensation for emergency medical or dental care. Försäkringskassan's decision must be attached to the claim submitted to Kammarkollegiet.
In the event of serious illness, hospitalisation or need for other active claims assistance (for example, if the care us expected to involve major costs), please contact:
Falck Global Assistance
Tel: +46 85 87 71 749
Fax: +46 85 87 71 762
E-mail: fga@se.falck.com
Falck Global Assistance can be contacted 24 hours a day.
Invoices, e.g. from a hospital, shall always be issued to the insured, never to Kammarkollegiet.
Sweden currently has agreements on medical care benefits with the Nordic countries, other EU/EEA countries, Switzerland and some Convention countries. In these countries, the public healthcare system should be the first choice of care.
Anyone travelling to an EU/EEA country, Switzerland or another Convention country should carry a certificate from Försäkringskassan showing that the insured is covered by the Agency. This ensures that they can receive medical care as set out in EU regulations or the Convention, i.e. at no cost other than a patient fee, where applicable.
Anyone travelling to a non-Convention country should carry a personal insurance certificate. The supporting data for such a certificate are issued by the respective authority. The purpose of the certificate is to ensure that the insured has swift access to emergency medical care by enabling the medical institution to immediately confirm that there is insurance to cover the costs.
Anyone who falls ill during a temporary stay in another EU/EEA country or Switzerland must submit an application to Försäkringskassan, which will assess whether the care was of such a nature that compensation can be paid. The application must be accompanied by receipts and other documentation concerning the care. Kammarkollegiet has the right to request a power of attorney from the insured, which includes authorisation to apply for compensation retrospectively for the costs of care in another EU/EEA country and to receive such compensation on behalf of the insured.
2.3 Repatriation cover
The insurance covers necessary and reasonable additional costs for the insured's travel or transport to Sweden due to serious illness or extensive injury during the insurance period. The same applies to repatriation of the deceased in the event of the insured’s death. The assessment of whether home transport is necessary must always be made by the treating doctor locally together with a doctor from Falck Global Assistance.
Costs for repatriation organised by anyone other than Falck Global Assistance or will not be covered.
If the insured is domiciled in a country other than Sweden, the insurance may cover repatriation there.
If Falck Global Assistance recommends repatriation and the insured objects to this, Kammarkollegiet may deny coverage for continued care and treatment abroad for the illness/ injury in question.
If repatriation is required, please contact Kammarkollegiet or:
Falck Global Assistance
Tel: +46 85 87 71 749
Fax: +46 85 87 71 762
E-mail: fga@se.falck.com
Falck Global Assistance can be contacted 24 hours a day.
2.4 Unutilised travel costs
In the event of emergency care or an accident, compensation for unutilised travel costs may be paid if the insured has paid for travel, lodging and a rental car before the time of the accident, and the costs cannot be reimbursed from any other source.
The insured must have:
-
Been put on sick leave or prescribed rest due to acute illness or accident.
-
Cancelled their stay abroad and returned to Sweden on the orders of a doctor or Falck Global Assistance.
The maximum compensation is SEK 1,000 per person and day and is capped at a total of SEK 20,000 per person.
2.5 Visits by relatives
In the event that the insured suffers a life-threatening injury, life-threatening illness or death abroad, the insurance covers reasonable travel costs for a maximum of two relatives on two occasions from their home city, as well as accommodation in the country in which the insured is located. Reasonable and necessary additional costs such as food and local travel costs can be covered up to a maximum of SEK 5,000 per relative. The same applies in connection with a funeral abroad. The travel must always be approved in advance by Kammarkollegiet or Falck Global Assistance. If the travel is not approved by Kammarkollegiet or Falck Global Assistance in advance, Kammarkollegiet may deny compensation for travel and additional costs.
2.6 Interruption cover
2.6.1 Interruption due to a relative's life-threatening injury, life-threatening illness, death and in the event of extensive property damage
If the insured must prematurely interrupt their studies or internship abroad due to
•a relative’s life-threatening injury or life-threatening illness,
•the death of a relative,
•extensive property damage to the insured's private property in Sweden,
then the insured's costs for repatriation to Sweden will be covered. If the insured is domiciled in a country other than Sweden, the insurance may cover travel there.
The insurance also covers new outbound travel to the country of studies, provided it is undertaken within the originally planned period of stay abroad. For compensation to be paid for new outbound travel, there must be at least 14 days left in the study period abroad.

2.6.2 Provisions
If the insured must interrupt their studies or internship abroad and travel back to Sweden or their country of domicile, and there are less than seven days remaining until the normal date for travel home, Kammarkollegiet or Falck Global Assistance must be contacted before commencing the return travel. Failure to contact Kammarkollegiet or Falck Global Assistance will result in no costs being covered. The insurance only covers additional costs for the return travel.
If the insured receives assistance from Falck Global Assistance for the travel home, then the travel must take place at the first possible opportunity that Falck Global Assistance can offer. If not, the costs will not be covered.
The insurance covers a maximum of two trips home for a relative who has suffered a life-threatening illness, life-threatening injury or death. Evidence of a relative's life-threatening injury or illness must be provided in the form of a medical certificate.
The insurance covers return travel to Sweden or the insured's country of domicile or, where applicable, travel to the nearest airport from the insured's registered address. The insurance also covers travel from the airport to the registered address of the insured by public transport.
Other expenses for travel to the relative/funeral/hospital in another city are not covered.
The insurance also covers travel home for the funeral of a relative who died before the insured's outbound travel to the country of studies.
2.6.3 Interruption due to acts of terrorism, serious infectious disease, war, war-like unrest or natural disaster
If the insured must prematurely interrupt their studies or internship abroad due to
-
an act of terrorism,
-
a widespread outbreak of a serious infectious disease, or
-
war, war-like unrest or natural disaster in the country being visited,
then the insured's additional costs for repatriation to Sweden will be covered. If the insured is domiciled in a country other than Sweden, the insurance may cover additional costs for travel there.
-
If the insured as a rebookable return ticket, the insurance covers reasonable costs for rebooking.
-
If the insured does not have a rebookable return ticket or does not have a return ticket at all, the insurance covers the additional costs incurred to obtain a return ticket. When assessing what constitutes an additional cost for the insured, the cost must exceed the cost that the insured would have incurred for regular return travel at the end of the studies.
The insured must be able to document their additional costs.
If the insured travels to Sweden by private car, the insurance may cover ferry fares, a mileage allowance at the Swedish Tax Agency's standard rate, and a reasonable number of nights in a hotel, if this is a compensable additional cost according to the above. The same applies to the costs for train or bus tickets or car rental to travel to a different airport than the insured would have normally used for their return travel. Taxi fares may be covered in exceptional cases when public transport is not available, up to a maximum of SEK 500.
The insurance may also cover additional costs for:
-
The cost of telephone calls to Kammarkollegiet or Falck Global Assistance, maximum SEK 1,500.
-
Isolated nights at a hotel due to airport waiting times.
-
The costs of sending personal property home from the country of studies if the insured has been forced to leave the country within 48 hours and has not been able to bring along their own property. The maximum amount of compensation is SEK 1,500.
No other additional costs will be covered.
2.7 Connection cover
Compensation may be paid if the insured is delayed and thereby misses their transport to the country of studies when the studies/internship are to begin or on the regular homeward travel from the country of studies when the studies/internship have ended. The travel must have been booked in advance.
Compensation may be paid for additional costs incurred in order to connect to the booked travel. Examples of additional costs include the cost of a new ticket or an extra night in a hotel necessary to continue the journey.
The maximum compensation for additional costs is SEK 15,000.
2.7.1 Provisions
The delay must be unforeseen and unplanned. No compensation will be paid if the insured is the one who caused the delay by oversleeping, starting out for the airport, train station, etc. too late, or failing to take traffic or weather conditions into account. Nor is compensation paid if the insured is unable to travel due to illness.
The insurance does not cover costs for cancelled trips. Nor does the insurance cover costs that can be reimbursed by the transport company or travel agent.
The insured must be able to provide documented proof of the delay or missed transport, if possible.

-
telephone costs to block debit cards/bank cards/credit cards
-
travel costs to file a police report or to obtain a new passport or a new visa

-
Property that has been left behind, lost or misplaced, even if the property is later stolen.
-
Costs incurred due to stolen ID or fraud.
2.8.1 Provisions
Property that is fragile or prone to theft must be carried as hand luggage. The insured should be aware that there have been instances of theft occurring from locked and checked luggage. Kammarkollegiet assumes ownership of any lost property for which Kammarkollegiet has paid compensation. If property for which compensation has been paid is found or recovered, the insured must notify Kammarkollegiet of this.
Thefts must be reported to the police without undue delay. If this is not possible, a police report of the theft must be filed in Sweden as soon as the insured has returned home. If it is possible to file a police report abroad, but the insured has failed to do so or has not done so within a reasonable time, the right to compensation will be completely lost. Theft in a hotel must also be reported to the hotel. Damage to or loss of transported luggage must be reported to the transport company. As a first step, the liability, obligations or offers of the hotel or transport company must be requested and utilised.
2.8.2 Duty of care
The insured shall exercise normal care, i.e. handle and store the property in a satisfactory manner and otherwise do what may reasonably be expected to avoid theft or other damage. All windows and doors must be closed and locked if no one is in. Actions such as leaving money in a hotel room, leaving a bag or technical equipment unattended, or leaving property prone to theft in a car are generally considered negligent. If the insured is in a hotel, money, valuables and travel documents must be kept locked in a safe, deposit box, etc. Bicycles and electric scooters must be locked with approved locks.
In the event of negligence, compensation is normally reduced to half, unless the circumstances indicate that the negligence was very minor or had little significance for the insurance claim. The same applies if the insured attempted to limit the loss. If the negligence was particularly serious, for example if a bag was left unattended in a restaurant, hotel lobby or hotel breakfast room, the right to compensation may be completely lost.
2.8.3 Compensation and valuation rules
In the event of damage to property, documented repair costs are compensated up to the value of the property before it was damaged.
In the event of loss, compensation is paid for the value of the property before it was lost. Valuation does not take into account sentimental value, i.e., the insured’s own feelings about the property.
The insured must be able to document the property with receipts or other evidence of its purchase.
Property is covered as follows:
-
New property – when less than a year has elapsed since the date of purchase. 100% compensation for equivalent new property is paid.
-
Older property – when more than a year has elapsed since the date of purchase. Compensation is paid after deduction of a percentage of the current new price of equivalent property as indicated in the table below.
-
For consumables such as cosmetics, perfume, medicines, hygiene articles and underwear, compensation is paid at 50% of the price for a new replacement. The same applies to property for personal use or with no resale value.
-
For property not included in the table below, the value of the item before damage or loss is the replacement cost less a deduction for age and use. The deduction for age and use is ten per cent per year starting one year from the data of purchase, but no more than 70%.
-
For precious metal, genuine pearls and gemstones, 100% of the value of new, equivalent property is paid.

These costs must be documented with receipts or other proof of purchase.
2.9.1 Provisions
The insured must submit documented proof of the delay from the transport company. As a first step, the liability, obligations or offers of the transport company must be requested and utilised.
2.10 Cash transfer
If the insured is in immediate need of money due to theft or other compensable event, up to SEK 10,000 in a suitable currency may be transferred from Falck Global Assistance.

2.10.1 Provisions
Payment from Falck Global Assistance is not to be regarded as compensation, but as a loan from Kammarkollegiet to the insured. When the claim is settled, the loan amount will be deducted from the compensation paid. Thus, where applicable, the insured is liable to repay Kammarkollegiet the difference between the loan amount and the compensation amount.
2.11 Crisis and disaster cover
If the insured is in an area in the country of studies that has been struck by a natural disaster or war-like unrest and is forced to move to a safer location in the country of studies or change their form of accommodation due to these circumstances, compensation may be paid for necessary and reasonable additional costs for food, lodging and domestic travel.
